Partido Nacional Revolucionario,political party in Mexico.It governed Mexico from 1229 to 2000, and then in 2012.It´s name now is PRI.

PNR sounds like the name of an entity , like a company. So the PNR is falling apart, would mean the company is in financial trouble. Since this seems to be an extract from a book, you should be able to find out the exact meaning of what PNR is in the book.
