what does "they may be proposed"here indicate? oo often managers recommend plans that look like a hockey stick. The numbers go down the first year or two and then go dramatically up in later years. If you accept “hockey stick” plans, you will find they may be proposed year after year after year.which may be proposed? the "hockey stick"plans? or "the growing plans dramatically up inlater years?"

"They" represents "hockey stick" plans. If year after year these types of plans are proposed, the company is always facing a short-term downturn. Year after year, the short-term becomes long term if a manager continually endorses this type of plan.
