In war, a tank is a heavily armed and armored all-terrain vehicle. It means that if you're not sure exactly how many tanks you need to accomplish your objective (winning the battle) it's much better to overestimate the number of tanks needed, than to underestimate. If you go into battle with one more tank than you need to, it's no big deal. On the other hand, if the number of tanks is insufficient, even by just one tank, you lose.
