deterrence means that you (or a nation) does something that limits (or stops) the actions of another. An example of national deterrence is MAD (Mutually Assured Destruction) whereby if the USSR attacked the USA , the USA whatever the damage sustained could destroy the USSR (and vice versa). This deterred both sides from using nuclear weapons.
