i don't get it.. what does "drum of an idea"mean? History marches to the drum of a clear idea. (W. H. Auden)

The expression is "to march to the drum of...", which means to follow. In Auden's quote, a clear idea is "the drum" that people follow and march to.

A person who marches to the beat of a different drum goes his/her own way. Auden makes history into a person and writes how this imaged person moves.
