anyone can explain this sentence? A surplus allows snow to accumulate and for the pressure of snow accumulated over the years to transform buried snow into glacial ice with a depth great enough for the ice to flow.

A surplus(of snow) means more snow than usual or necessary. When there is a surplus of snow it piles up(accumulates) and the pressure, or weight of the snow changes the bottom layer of snow to glacial ice. The glacial ice becomes thick enough that it starts to flow, or move.
