The meaning of "Frequencies of the value 1"

I agree with Randy, it would be helpful to have some context. 'Frequency' means 'the number of times something happens', and 'value' is referring to the numerical value (1,2,3). So this is saying the number of times the value '1' happens/occurs. For example in the following string: '12121', the value '1' occurs 3 times, and in the string '121212121', the value '1' occurs 5 times, so the frequencies of the value '1' are 3 and 5.

I have no idea of the context, but it could be an elaborate way of saying "once".
