They are often used interchangeably, but they may have slightly different connotations: "This is how I express who I am" -- means that this is how I communicate my thoughts ABOUT MYSELF. "This is how I express myself" -- means that this is my way of communicating my thoughts, feelings, etc. ABOUT SOMETHING, not necessarily about myself.
