"by the end of 2013",
"as of the end of 2013". many thanks.

"as of the end of 2013..." means "after 2013 ended".
"by the end of 2013" means "before 2013 ended".

No one would really say "as of the end of" since it's easier to say, "by the end of"
And I can't find "as of the end of" any any dictionaries
