It was like being lied to by a basket of kittens. what does it mean?

The person speaking was surprised that the person who spoke was able to lie. The person who spoke was like a basket of kittens. He or she seemed sweet, innocent and harmless. You would not expect someone like that to lie to you.

It means that the speaker hadn't seen it coming. A basket of kittens is seen as adorable and innocent, you'd think it couldn't do anything harmful. In this context, it sounds like the person was lied to by someone they really trusted and so it was a big blow to them.
