What grammar says here? what sentence is it, when we drop or don't mention the subject? Example: " has got appointed."

We don't generally drop the subject in English. A subject is usually required for it to be a complete sentence. In imperative sentences you can leave out the subject because you is implied. Examples: Sit down and have some tea. Cover your mouth when you cough. Don't smoke inside the building.
