Is this sentence okay? [one idiom with two different meanings]
He admited that he was just MAKING UP NUMBERS, because he's the one who's invited to MAKE UP NUMBERS.
Get rid of "who,." and stay with the past tense.
He admitted that he was just making up the numbers because he was the one invited to make up numbers..
