Am I describing this situation correctly? I want to describe the following situation: A girl is sitting on a bench.There is a puddle on the road not far from her. The next moment a car passed her. The sentence I'm asking about is "A passing car has splashed the girl with muddy water."

It's fine with the tiny comment that the girl does not need to be sitting on a bench. She could have been standing as well as sitting. Otherwise, you have gotten the meaning of the sentence perfectly.

Yes, that sounds good! Another way you could say it is in the passive voice: "the girl was splashed with muddy water by a passing car."
