How is "serves to accommodate" different from 'accommodates' in this sentence? UTC serves to accommodate the timekeeping differences that arise between atomic time and solar time.

UTC serves to accommodate the timekeeping differences that arise between atomic time and solar time. I would interpret that as "the role of UTC is" to accommodate the timekeeping differences... Whether it actually accommodates is not really what this sentence is trying to express. Rather, the sentence is telling us the purpose of the UTC. I hope this helps!
