need help i am writing an article and the title is confused me a lot: Applying for China's Universities Shouldn't Be Expensive Applying for China's Universities Shouldn't Be Costly. which one is better?

To me, Expensive is the better option. You should probably say 'Applying to' though, if you are talking about making an application to enrol.
