Are this two phrases same meaning? Is the meaning of a stratospheric rise similar with a dramatic rise? Could I use the phrase to replace the latter one in Task1 of IELTS test?

Stratospheric is much stronger than dramatic. I wouldn't advise using it in IELTS. Unless the rise is extremely large and sudden, you are sure to be using it inappropriately. Remember that the examiner likes paraphrasing by sentence transformation as well as synonym. An excellent paraphrase for 'a dramatic rise' would be 'rise/increase dramatically'. Varying your language in this way is impressive and helps to get you a higher band score.
