Answer

When people say this, they usually mean that people who commit suicide are only thinking about how they feel inside and that's why they decide to end their lives.  They believe it is selfish to not decide that their loved ones' feelings are just as important as their own.  (The suicide will hurt the loved ones tremendously and possibly even drive them to depression.)
