I wonder if the boy is referring to often having a cold, and therefore a blocked nose. If our nose is blocked (because of a cold), we can say "it's plugged up". I haven't watched Blind Fury, so I can't really know.

I don't have enough context to know precisely what the boy is referring to, but a plug is used in the sink to stop water flowing away. By saying his head is all plugged up he is suggesting either things can't get into his brain or can't get out of his brain.
