Yes, I agree with JLR. A dining room would be in a very small family-run guesthouse, or 'bed and breakfast' style place. A bigger establishment would would have a restaurant.

It depends. Most hotels will have a dining room, while others may have a restaurant. The difference is that the dining room would only be available to guests of the hotel, while a restaurant could be for anyone who wants to eat there.
