'Baby' is a familiar way of addressing a boyfriend or girlfriend, or someone you'd like to be your boyfriend or girlfriend. 'Won't' is will not. 'Ya' is you. On its own 'Won't ya?' doesn't mean anything. It needs to be followed by a a main verb, for example, 'Won't ya (you) dance with me?'
