What kind of people or school know pinyin
As I know, the system was adopted as the official standard in Taiwan in 2009, where it is used for romanization alone rather than for educational and computer input purposes.

I don't really know pinyin in as a Taiwanese, but how about People in China, Hong Kong, and Singapore? Are they all knowing this as an official education at all?
Is pinyin only for foreigners who don't know or are not educated in China, Taiwan, Hong Kong and Singapore?
If Chinese cannot understand, it is only for teachers to students in learning, how can those foreigners communicate with commoners for business or common use in life?
