Please help me answer this!! Do you know, what does "At 1956 hrs, a negotiation team of 4 arrived at their house" mean? The problem is (hrs). I have no idea what does it refer to? Please! Thank you very much!!

1956 hrs is 19:56 or 7:56pm. hrs=hours

1956 is 4 minutes before 8pm. I am interested what your 'negotiation team' refers to though :)

I usually use 19:56 , never use hrs though. When I count hours I use 'h'. Took me 3h to write this message. Well, nearly.

this way of expressing time isn't used very often. i think it's military-style. the military style start the clock at 00:00 (12:00am), and goes up to 23:59 (11:59pm). so 1am would equal 01:00, and spoken "oh one hundred hours". it's a little weird. so, to answer your question, "1956 hrs" means "seven fifty-six pm"
