The simplest way is to learn them as you go, and (most importantly) learn them in context, ie. in a sentence.
Learning lists of phrasal verbs and looking them up in a dictionary will only confuse you.

If you do a Google search for phrasal verbs, you will find lists of the most common ones with examples. It's best to learn them in sentences so you understand the meaning.
