From the carer's point of view, a 'difficult baby' is one who is difficult to please and difficult to settle. A 'difficult baby' may be discontented and 'grizzly', fussy about feeding, and unwilling to be put down to sleep. An 'easy baby' is one who feeds easily, is generally unfussy and contented, and sleeps well.
