There are a few uses that i can think of. Do you have a particular context?
'There you go' (hands you something) 'here, this is for you'
'There you go, [doing something] again' - I'm noting that this is a typical behaviour for you, and it's not good
In my home country, it is used as a non-committal agreement with what the person just said, like 'You're not wrong...'
