what is (out there) in this sentence? is it a phrasal verb. I can`t define what is it. There are a lot of crazy ideas about how to learn English out there, but this is maybe the craziest.

"out there" is not part of a phrasal verb but rather an adverbial phrase. It means : in the atmosphere, in currency, commonly encountered e.g. "There are many good teachers out there - you just have to find one you want to work with."
