formulate the auto industry
Is it appropriate to say "to formulate the auto industry" when trying to express " to set up or to establish the auto industry"?
Is "formulate" a correct alternative for "set up" in this phrase for English common expression?

I think it would be possible to use "formulate" in this case, but I wouldn't recommend it. While formulate does mean to create or set up, culturally it is used more when talking about strategic planning or math.
