Start or starts If I started some activity like preparation to something, should I say "Let the preparation start/ or starts"?

"Let" is always followed by the base verb form which in your case is "start". "Let the preparations start" is something an important person might say if he or she were officially announcing the start of preparations for something by a large group of people. This is not a common situation!
