Is there any difference of these, ''reduce use of'' / ''reduce the usage of'' ? 1) Energy Tower should be able to reduce use of conventional lifts. 2) Energy Tower should be able to reduce the usage of conventional lifts.

http://www.oxforddictionaries.com/definition/english/usage "Use" and "usage" are very similar but not always synonymous. In this case, I would say that they are synonymous. You need "The" before "Energy Tower" (the name of a specific tower) and also before "use".
