What does "באפקט" mean? Is it an equivalent of the English "in effect"? Pronounced "be-e-fekt"?

There is no equivalence between the Enlgish phrase 'in effect' and באפקט. 'In effect' in Hebrew is למעשה or בעצם באפקט can mean different things. the preposition ב have different meanings in English, depands on the context. What is the full sentence?
