Additionally this phrase can be used when asking about a problem. For example; "What's with Sally today?" The speaker is asking what is wrong with Sally or what has happened to her. It's implied that the speaker detects some sort of issue or problem related to Sally.

It's a very informal phrase. It is similar to 'what is up with...'. It means something like 'tell me about', or 'please explain'. Perhaps a close translation would be 怎么样
