Hi Sunny. 隐私 ~= "privacy" or "private" depending on the exact context. 開放 strictly translated means "to open", but could be said in multiple ways depending on the context. It means "to open" something that was once private, or inaccessible. I could "release" papers that were once restricted. The government could "lift" a ban on chewing gum. So "開放" can actually be translated in a few ways.
