I need to translate these words in italian but I need to understand what they mean

An issue is "a stock or bond stock or bond which has been offered for sale by a corporation or government entity."

I think it refers to the process in which a bank or a company will issue (= put on the market) new securies (e.g. stocks, bonds, etc).
