No, I don't think you have quite got it right. Although you have taught me an new word - 'Gradgrindian'. Firstly - 'arts constituency' is not 'artists'. From the context, it sounds like they are referring to the people that manage, fund, and sell art, not the artists themselves. What it is saying that those people have to make the art world appear ordered, by "making of strategies, audits and statistical surveys". By giving that appearance of order, they justify having the jobs that they do.
