Yes, carry on luggage is the luggage you take inside the aircraft, not the luggage that is sent in the hold of the airplane.You consign that luggage and send it on. But something is wrong in the sentence you quote. You consign your luggage to the plane and it is sent to your destination.

you can always check www.carryonluggage.info then you see what such a carry on luggage looks like. To take it onboard it must fall within certain limits of weight and size. You can check this also on that site and they differ per airline.
