Yuragu koto is "things that swing" or "swinging things". Nai is the negative. Depending on the context, ai could be to meet, or to love. So.. perhaps it means "this meeting/love isn't working". If this is a manga, try and read around this passage and see if you can make sense of it from the reactions of the characters before and after this scene.
