Is it okay to use "that year that" in the sentence? It was believed in 1999 that the Y2K bug had to be corrected before December 31 of that year that international chaos was to be averted.

It was believed in 1999 that the Y2K bug had to be corrected before December 31 of that year that international chaos was to be averted. It was believed back in 1999 that the Y2K bug had to be eliminated before 12/31 of that year so that international chaos would be averted.

If you have to use this sentence structure, you can change "that year that" to "the year that": It was believed in 1999 that the Y2K bug had to be corrected before December 31 of the year that international chaos was to be averted. Here is how I would rewrite it: In 1999, we believe that the Y2K bug was corrected before December 31, subsequently averted the international chaos.
