lethargic means sleepy or inactive? This chart shows that little brown bats are very lethargic, sleeping for around 19.5 hours per day. Here in the sentence , the word "lethargic" can be replaced by "sleepy" or "inactive"? Thanks for your help!

Lethargic is more like inactive. Lifeless and without energy. :)
