Yes! It is always rude and offensive. It is one of the most offensive, more offensive than "hell" or "damn". You should NEVER say it in public. Some friends talk amoungst themselves using that language, but you should not

Yes. As of 2015, it is probably the most taboo word in the English language, and is one of the "Seven Words You Can Never Say on Television" (do a Google search on that phrase; it's a reference to a comedy routine by a famous comedian, George Carlin). It is less taboo than it used to be. When I was a kid in the 1950s, on a scale of 1 to 10, it was a 10. Nowadays, it is probably only about a 6. Do not try to use this word yourself. Do not use any of the "seven words you can never say on television." No matter how often you see it used on TV, even if you hear people using it, you need to be a native English speaker with a deep cultural understanding to know when it is safe to use it. And it needs to be used with the right tone of voice. This a word that can get you fired from your job.

It is always a swear word, whether you use it around people who are not offended or who use it themselves. It should never be used around people who do not swear.

Not necessarily. There are always better words to use than that but not everyone is offended by the F word. In my job, It is used all the time but there is a time and place for it. If it is a formal setting, it should not be used. Do I suggest using it? No. There are better words.
