'Do people in the USA put milk in when they cook scrambled egg?' Not American either, but I agree that a few drops of milk is needed to make good scrambled eggs. It's hard to get the creamy, light consistency of scrambled eggs if you don't add milk.

I'm not American, but it's very common here in Australia. Keep in mind that you don't need very much milk - a teaspoon of milk for two eggs is enough. It doesn't change the taste at all; but it changes the texture so that it becomes fluffy when you cook it.

"Do people in the USA.." Using 'did' would mean you are talking about a specific past event.
