A raw deal is a bad deal to you. It also can mean a bad situation, or a disadvantageous situation. It is usually used as in your example. 'He got a raw deal from the University. They would not let him cross-credit his papers from overseas'. 'She got a raw deal at work. They don't provide any women's toilets.'
