If "it" as a pronoun from the word "basis", the sentence would be as follows "The Philippines has offered the US 8 bases where it can be built..............................." On the contrary, if "it" as a pronoun from the word "US", the sentence would be correct already.

'It' refers to the United States. "The Philippines has offered the US 8 bases where it can be built........ This isn't correct.
