Is there any order rule in following a prepositional phrase? 1. Out of the chaos of World War II grew such economic powers as United States, Japan, and Germany. 2. Out of the chaos of World War II, economic powers such as United States, Japan, and Germany grew .

This is not just about word order. The first is a bit clumsy but not necessarily wrong - if you intend to mean that these countries became great economic powers in some sense DUE to the war. The second simply means that countries that were already economic powers grew.
