Indicative Mood indicative mood may be used to express wishes: e.g. Success attend you. or indirect requests: I suggested that he do it. The verb should be used in the infinitive form, as in the examples, right? Then, is it appropriate to make a sentence like this: It is important that the reason of punishment BE fully understood by a child. ?

That would be the subjunctive you are thinking of, although it's not terribly popular these days. Your examples are correct uses of the subjunctive, although you will often find "should" + infinitive as an alternative that avoids the subjunctive: "It is important that the reason FOR punishment should be understood ..."
