I didn't get that sentence, I would understand if the sentence like as follows As scavengers and predators, gulls are known to ravage the nests of sea birds, devouring eggs and young sea food and refuse to eat the ould one.

As scavengers and predators, gulls are known to ravage the nests of sea birds, devouring eggs and young (chicks) when sea food (fish) and refuse (rubbish) are scarce. I hope that helps you.
