What does "It" in the sentence refers to? The last state to ratify the United States Constitution was Rhode Island on May 29, 1790, some fifteen months after it had already gone into effect. Does "it" refers to the day when United States Constitution was ratified?

Does "it" refers to the day when United States Constitution was approved/put into effect? yes. Rhode Island did it 15 months after it was approved.

I suppose "it" does not refers to the only one of words. "It" refers to the main thought that was written. And it was "ratify of the constitution"
