Which is better? I recently joined a English debate team in my school. I was wondering which word used to refer the motion was better?Decree or policy? Personally, I'm rooting for policy? But my friends think decree is better. But isn't decree kinda like a royal announcement.

Using the world "policy" is more common than "decree" but they essentially mean the same thing. I think that a decree is more like an announcement, while a policy is a rule or law.
