"Bound to be" is another way of saying "must be." There are bound to be others = there must be others. "Bound to be" is less common it would seem. "Up" is another way to say "awake." None of them will be awake for hours. In this context, "none of them will be up for hours" means that a lot of time will pass before they wake up.
