What's the difference between "szívből gratulálok" and "szívvel gratulálok"?

I think "Szívből gratulálok" is the only correct form. I have never hard people to say "szívvel gratulálok". szívvel= with heart (literally) jó szívvel=with pleasure, willingly szívből= heartily, sincerely
