It's not perfect English, but the gist of it is: A ship that's sinking will pull people down with it, if they are nearby in the water. A ship that's sailing will carry people to great places.

As John says, the English isn't great. The least we can do to put it into decent English is to add some articles : "People will not want to be around a sinking ship, they will want to be around a sailing ship". Another interpretation is that it's a comment about popularity, friends and acquaintances. Everyone wants to be around a person when they're successful, but not when they're in trouble.
